Theodore Meron, the former Judge of the International Criminal Tribunal for the former Yugoslavia (ICTY) in an Article has posed a pearl question: Why do atrocities like massacres recur irrespective of claimed success of prosecuting the perpetrators at Nuremburg and the like?
